A new law has been passed in Alaiburg: that all mobile 'phone operators are obliged to require the owners of pre-paid SIM cards to register (as has always been the case in some countries we wot of, notably I.S.* Ursa). The rationale is that these cards are often used by extortioners, kidnappers and the like.

I wonder—is this really going to help? Big Laura could have asked Scythia Magna if it makes a difference. We hear it doesn't. Sounds as though the whole thing will be more trouble than it will be worth. Better catch a couple of those swindlers, I say, and impale them in the square on a market day.


* Not quite sure what this abbreviation stands for. Though S is probably State.

отлично. теперь вымогатели будут пользоваться не предоплаченными симками, а отнятыми у обывателей. все в выигрыше.

Вот-вот, именно это вызывает скептицизм. Даже машины иногда воруют с тем, чтобы использовать для какого-нибудь темного дела, а затем бросить, а симку и украсть проще, и выкинуть дешевле.
